 HCARP provides safe, structured housing and supportive services alongside mentoring from credible messengers with lived reentry experience.   We walk alongside individuals returning from incarceration with the mental health support, resources, and community they deserve.

The first year after release is especially critical, and without stable housing and consistent guidance, individuals are far more likely to relapse, disengage from supervision, and return to jail or prison.  

Harris County welcomes thousands of people home from incarceration every year, yet many return facing serious challenges such as unstable housing, limited job opportunities, untreated substance use, and a lack of trusted support.  

Houston’s Community-Based Adult Reentry Program (HCARP) was created to meet this moment. Through a partnership between Magnificat Houses, Inc., the Peer Navigator Project, and Prairie View A&M University Extension, HCARP provides safe, structured housing and supportive services alongside peer mentoring from credible messengers with lived reentry experience.  

Designed for adults returning from jail or prison or on parole who are assessed as moderate to high risk, HCARP focuses on what people need to succeed such as housing stability, employment readiness, job placement, community resources and connections, and access to mental health and recovery treatment and support.  Our aim with HCARP is to help individuals rebuild their lives while strengthening families and creating safer communities across Harris County.
